Reforming the Cameroon Government Scholarship Board(CGSB): An open letter to the  scholarship board  to be transparent and accountable to the people

Ladies and gentlemen of the Cameroon Government Scholarship Board( CGSB)

Sincere  greetings to all of you in the name of our beloved country, Cameroon. Socrates once said that " the unexamined life is not worth living". It is in this light that I am calling on the Cameroon Government Scholarship Board(CGSB) to join me in good faith( I hope you folks will have one)  to re-examine the way you conduct business with CGSB.

Granted that thosands of Cameroonians have benefited from this rather long standing institution, I think that with lingering questions about some outstanding unethical practices by  the board as well as the beneficiaries, it is quintessential that we reform the scholarship board as critical component of the Ministry of Higher Education.

As a humble  aspirant to become the next President of a prospective  free and federated democratic Union of Cameroonians from all tribes and regions blessed under the natural armpit of West, Africa and embraced within the global human village, I am calling on the Government Scholarship   Board of Cameroon to be transparent and accountable to us, Cameroonians, about, the modus operandi of the scholarship board with respect to the selection and award of scholarships to Cameroon students to pursue academic studies abroad as a result of their supposed academic excellence. 

I would appreciate if the scholarship board releases some perculiar documents to the public , which outlines your vision, mission and long term objectives in handling the scholarship board. Most importantly, I will love it so much if the scholarship board outlines the process of selection of candidates for the scholarship awards . 

We, the citizens of Cameroon are thrilled to continue to learn about the great intentions of the Cameroon Government Scholarship Board , which has acted over the years as a bridge  in connecting Cameroonian students to earn the opportunity to pursue studies and research in foreign prestigious and renowned universities.I decided to be very specific here that I am referring to government scholarship board because we also have the PCC Scholarship Board that  has been abused by the PCC Synod officials. I will come to that later.

However, two Cameroonian families who claimed that they benefited from the government  Scholarship Board and were pre-selected and eventually awarded scholarship to study  in London have winded up misbehaving to the extent,which it puts to question the character of those who were chosen  for scholarships. 

Kenneth Fru Ndeh, who is the son of Mr John B Ndeh, a former CPDM Minister and Director of MEDINO in the NW Province of Cameroon, testified that he was pre-selected for scholarship  to study in London but this individual is now living within the United States as the chief executor of his father's ill gotten wealth and stolen public funds from the Cameroon people.

So, this leaves me to wonder whether he was even supposed to be eligible for scholarship and why is it that he was sponsored in London and he is now in the USA instead of Cameroon? Another Cameroonian family who have been trying to blackmail, slander and spread lies about my person have also  unconsciously testified in their own words as seen below ,which gives us  some important clues to  this effort to cross-examine the scholarship matter in Cameroon.

Samuel Fungwa testifies to the scholarship award to his older brother Ebens Fungwa who most likely used the scholarship money to sponsor his younger brother, Samuel Fungwa in London and behold, they have become very hostile towards my campaign for the truth. Here  is the testimony of Samuel Fungwa on his brother involvment with the scholarship board since the 80s, he says;

I know this because my elder brother Ebens (Fungis as BOBs of the late 80s/90s called him), famously known for his academic brilliance got pre-selected whilst in the first term of upper sixth in CPC for University College London UCL by the Cameroon scholarship Board. If anyone is talking about government scholarships based on A levels alone, then it is just a trite to acclaim some kind of  past academic brilliance. When you awarded scholarships to our fellow Cameroonians who demonstrated excellence in their academic performance, to study abroad, did you expect them to return to the country after completing their studies to work for the government and civil society? For how long were there supposed to be gone? In what ways were you holding them accountable while they were gone? 

What is the philosophy of the Scholarship Board? What have been the guiding principles of the Scholarship Board with respect to the ethics of operation? Is there any code of conduct or it is you are every other person regroping in the dark ? Have those who benefited from the scholarship and have never come back to serve our people  refunded the money to the country's treasury as well as to the donors?

Is it fair that some of these students should walk away from this kind of corrupt and irresponsible behavior ? It is amazing to come to think of how thousands of lives have been changed by such a magnanimous gesture under the collaboration and sponsorship of the scholarship board with partner universities in friendly countries to Cameroon people.

While I praise this noble initiative since it could open the floodgates to raising giant citizens with talents that could help in nation building, I wanted to take a moment to  raise some concerns that we, Cameroonians are wrestling with right now. It  is my hope that the scholarship board will take immediate steps to address these concerns because there is a scandal that is brewing up like a hurricaine.

More and more, when these scholarships are awarded, is  given away as free money to these students ,which come with a handsome package of other opportunities or there is a contract between the   lucky beneficiaries and the donors or how exactly does all this play out?  Are these scholarships offered to them to  leave the country for good or they are expected to return to the country after completing their studies to contribute to nation building?

What has the scholarship board done about students who have abused the terms of the contract and never considered returning to the country to serve as stipulated by the terms of these scholarships?Is it possible that the scholarship board will embark on a bogus exercise by manipulating and using Cameroonian tax payers money to sponsor individual families at the expense of other families?  

I ask these questions because I cannot even begin to imagine as well as fathom the fact that public funds are stolen, misappropriated and given away without conditions for refund to individual families to improve upon their lives overseas whereas all of us, Cameroonians ought to benefit from such public funds.

So, that is why I am very interested alongside with my fellow Cameroonians and concerned citizens to request that the scholarship board be transparent about  what they have been doing because it is important that we hold violators of the scholarship accountable.

It has come to my attention and also based from some scattered facts,which are subject to verification that during the last 30 years under the CPDM regime, the scholarship Board has been plagued by widespread fraud and corruption.

This has resulted in more than 80 % of the beneficiaries being conveniently made to become eligible in order to qualify for some of the scholarships. This means that their academic records were  either doctored or fabricated in a widespread academic conspiracy to commit fraud by  some teachers and scholarship board  officials. 

As a consequence, quite a great deal of unqualified students from the academic standpoint benefited from these scholarships they would not earn  were it not of the fact that they are considered privileged kids of the powerful rich as well as kids  of board members or kids of the friends of board members. This corrupt practices apparently has  compromise the essence of the scholarship board and most importantly has put to question the main aim of the scholarship awarded to these students.

I want to urge all of you to address these concerns and questions I am raising because I believe that we, are each responsible for our individual behavior in society. I do not condone the corrupt nature of the Cameroon illegal and illegitimate government under the CPDM regime .

However, by the same token, citizens who are also corrupt must take reponsibility for their unethical actions  and I am sure the scholarship board understands that they are supposed to ensure that there are checks and balances within the execution of your functions.We, must remember that not all students are in a position that they could benefit from such privileged scholarships and for this reason, only those who are deserving ought to have it. 

By the same token, students who have the opportunity to study abroad under the canopy of the scholarship Board must honor the terms of contract that they agreed to and in the event where they are gone for good, they must pay back the scholarship money with interest. This means that the Scholarship Board must ensure that those who  have  broken their promises must be held accountable.


On this account, I am looking forward to the response of the Scholarship Board.In the meantime, I thank you all for taking into consideration these concerns .
